Board of Directors

JAXPORT has an unpaid, appointed seven-member Board of Directors which provides policy guidance for the Authority. Four Board members are appointed by the Mayor of Jacksonville and three members are appointed by the Governor of Florida. Board members serve four-year terms and may be appointed to one additional term.

Board members meet once per month, and meetings are open to the public.

The JAXPORT Board of Directors Committee Meeting will be held Monday, June 23, 2008 at 9 a.m. at JAXPORT headquarters, followed by the June Board meeting at 10:30 a.m. (There is no May meeting.)

Ricardo Morales, Jr.Ricardo Morales, Jr.,
Board Chairman
General Contractor

Born in Havana, Cuba, Mr. Morales is a Florida state Certified General Contractor, mechanical engineer and Jacksonville entrepreneur, having founded Morgran Mini Warehouses, a pioneer in the Mini Storage business, Morales Construction Co., Inc. and Morgar Realty, Inc. In 1987, he became one of the organizers of the Enterprise National Bank, since sold to Compass Bank, where he currently serves on its local board. Mr. Morales was appointed to JAXPORT's Board of Directors in 2001 and was reappointed to a four-year term in 2005.

Tony D. NelsonTony D. Nelson,
Vice Chairman
President, First Coast Black Business Investment Corp.

Mr. Nelson is President of the First Coast Black Business Investment Corporation, one of seven corporations in the state of Florida which provide loans and technical assistance to black-owned businesses. Mr. Nelson also owns Muirfield Partners, a Jacksonville-based minority owned business enterprise specializing in Contract Management, Public Involvement and Community Outreach, Information Technology and Systems Integration and CADD Services. Mr. Nelson was appointed to JAXPORT's Board of Directors in 2001 and was reappointed to a four-year term in 2005.

William C. Mason, Ed.D.William C. Mason, Ed.D.
Treasurer
Foundation Executive Director, Florida Community College at Jacksonville

Dr. Mason served for thirty years as CEO of hospitals and health systems at home and around the world, including service as an officer of the U.S. Agency for International Development in the Philippines and in Vietnam. Dr. Mason is currently Vice President of Community and Economic Development at the Florida Community College at Jacksonville. Dr. Mason was appointed to JAXPORT's Board of Directors in 2001 and was reappointed to a four-year term in 2005.

L. Buck FowlerL. Buck Fowler,
Secretary
Entrepreneur

For more than 20 years, Mr. Fowler owned and managed a Jacksonville business involved with the manufacture and distribution of industrial products to the chemical and paper industries in the Southeast. He is also a retired corporate tax attorney admitted to practice law in Florida and the District of Columbia. Mr. Fowler currently serves on the Board of Trustees of Jacksonville University and the Board of Trustees for the Florida House, a non-profit organization providing cultural, social, educational and economic resources in Washington, D.C. Mr. Fowler was appointed to JAXPORT's Board of Directors in 2007 to a four-year term.

Andrew B. FogartyAndrew B. Fogarty,

CSX Corp. Executive

Dr. Fogarty is a strategic counselor to the Chairman, President and CEO of CSX Corporation. After serving as the Secretary of Transportation for the Commonwealth of Virginia, Dr. Fogarty joined CSX Corporation in 1989 as a vice president in the company's executive department. In 1996, he was named chief financial officer and senior vice president of finance and planning for Sea-Land, the company's international container shipping and port terminal operations company. Since that time, Fogarty has served in a variety of executive leadership roles at CSX. Dr. Fogarty was appointed to JAXPORT's Board of Directors in 2007 to a four-year term.

Reginald GaffneyReginald Gaffney,

President / CEO, Community Rehabilitation Center

A graduate of Florida A&M University, Mr. Gaffney has spent most of his career in the mental-health services field. In 1993, he helped to establish the Community Rehabilitation Center in Jacksonville’s Northside. Since that time, the Center has assisted thousands of consumers in Duval, Nassau and Clay counties by providing comprehensive, multicultural mental health, substance abuse, and HIV/AIDS services and programs. Mr. Gaffney was appointed to JAXPORT's Board in 2008 to a four-year term.

David G. KulikDavid G. Kulik,
Member
Vice Chairman, CEVA Group Plc

Mr. Kulik serves as the vice chairman of CEVA Group Plc, the holding company for both CEVA Logistics and CEVA Freight Management. From 2003 until late 2006, Mr. Kulik was Global Chief Executive Officer of TNT Logistics and served on the board of management of its parent company, TNT NV. (TNT Logistics was acquired by Apollo Management in Nov. 2006 and renamed CEVA.) He has also held senior management positions with CTI Logistx, IU International, and the LandStar Group (formerly Ranger Transportation). Mr. Kulik was appointed to JAXPORT's Board of Directors in 2007 to a four-year term.
