Foreign Trade Zone
A Foreign Trade Zone, or FTZ, is a secured site within the United States, but technically considered outside of U.S. Customs’ jurisdiction. By streamlining customs clearance, foreign trade zones help importers, exporters and manufacturers operate more efficiently. Businesses can efficiently manage cash flow and save a significant amount of money on international cargo shipments or manufacturing and distribution operations by using Jacksonville’s Foreign Trade Zone (FTZ) #64.
Benefits include:
- Exempting tariffs on dutiable foreign merchandise that is imported, stored within the FTZ and re-exported without being formally entered into the U.S.;
- Reducing tariffs on dutiable foreign components used in manufacturing or production operations conducted in the FTZ;
- Paying U.S. Customs duties only when goods are transferred out of the FTZ and into the United States (no duties on zone-to-zone transfers);
- No time limit on dutiable foreign merchandise stored within the FTZ;
- Managing merchandise subject to quotas;
- Direct delivery of cargo to FTZ upon arrival at U.S. port;
- Consolidation of all shipments into a single weekly customs entry, greatly reducing potential Merchandise Processing Fees;
- Exempting duties on merchandise that becomes waste, defective or damaged while in the zone.

Locations
FTZ #64 comprises several locations within Duval County, and authorization to designate up to 2,000 acres for new sites within a broad “Service Area” including Nassau, Clay, Baker, Columbia, St. Johns, Putnam and Bradford Counties. A new “Magnet Site” has been approved at Cecil Commerce Center, a large industrial complex located on Jacksonville’s Westside, operated by AllianceFlorida. Additional Magnet Sites are being developed in several counties adjacent to Duval.
