TWIC info
The Jacksonville Port Authority considers port security to be of paramount importance. JAXPORT's Strategic Plan charges the authority with the development of a comprehensive security program which protects port employees, tenants, property and assets. This is why JAXPORT continues to implement tight security standards at its marine terminals.

Some of the improvements include increased security fencing around tenants' facilities, augmented patrols
by security forces on the
terminals, full time presence
by the Jacksonville Sheriff's Office, and the installation of high-mast lighting and security cameras.

Additionally, U.S. Customs randomly checks container cargo for smuggled goods and operates radiation monitors at each cargo terminal.

Port credentials overview
The U. S. Transportation Security Administration and the State of Florida require a complete criminal history background check every five (5) years in conjunction with the issuance of a TWIC and a Florida Seaport Access Credential. Although the intent of the Florida Legislature was to have both credentials expire on the same date, in most cases this is not possible. A complete criminal history background investigation is conducted by the F.B.I. in conjunction with the issuance of a TWIC. The Federal background investigation fulfills the requirement of the Florida Department of Law Enforcement which subsequently does not require a second background investigation for the issuance of a Florida Seaport Access Credential. However, FDLE does require the applicant to sign a Notarized Affidavit which states that the applicant received their TWIC without a Federal TWIC Waiver. When a TWIC is received by Waiver, a complete criminal history background check must be conducted by FBI / FDLE at increased expense to the applicant.

A TWIC Receipt is issued at the time of TWIC application. JAXPORT accepts the TWIC Receipt, in lieu of the TWIC, allowing up to thirty (30) days escorted access before the TWIC arrives. Access will be terminated if the TWIC is not presented at the JAXPORT Access Control Center before or at the conclusion of the thirty (30) day period.

JAXPORT Access Credentials will be renewed annually at or near the time of expiration. Re-fingerprinting and a follow-up F.B.I. criminal history background investigation will occur at the five year renewal of the TWIC.

The Florida Seaport Security Statute (FS. 311.12) requires the JAXPORT Access Control Adjudicator to determine that each applicant is legally qualified and eligible to enter the Restricted Access Areas controlled by JAXPORT and the thirteen other Florida Seaports. Upon being granted JAXPORT Access, the applicant is entered into the Florida Seaport Eligibility System (S.E.S.) which notifies all other Florida Seaports of the applicant’s statewide access eligibility. Other Seaports may require local administrative fees for the issuance of an annual Access Credential as does JAXPORT.

Applying for a JAXPORT Access Credential (first time applicants)
To comply with Florida's Seaport Security Act, it is imperative that regular Seaport users (more than 5 days in a 90-day period) have Florida Seaport Credential. JAXPORT's goal is to provide safe and secure port facilities for the efficient movement of cruise passengers and cargo. We appreciate your cooperation in helping us to achieve this goal.

Steps to apply for a JAXPORT Access Credential:
  1. Complete and sign the JAXPORT Access Badge application.
  2. Bring the following items to the Access Control Center:
    1. Original documents shown here or on the website www.tsa.gov/twic.
      Please note: The most common documents provided to establish identity and employment eligibility are a valid U.S. drivers license, TWIC/TWIC receipt, Birth Record, U.S. Passport or Alien Registration Card (Copies cannot be accepted).
    2. The completed JAXPORT Access Badge application, and
    3. Authorized Payment: With a signed Affidavit, payment is $35. If the applicant cannot sign the Affidavit, payment is $85. The Affidavit affirms that the applicant's federal Transportation Worker Identification Credential (TWIC) is currently valid and in full force and effect. Authorized payments include company check, cashier's check, money order payable to Jacksonville Port Authority or JAXPORT, or an official JAXPORT voucher (see instructions for voucher purchase).
  3. JAXPORT Security personnel will record your fingerprints and photograph (no hats, caps or dark glasses during photo session).
  4. JAXPORT then transmits the fingerprints electronically to the FBI / FDLE.
  5. Please allow three to five business days for JAXPORT to receive and review the background check results.
  6. When you return to receive your credential, you will need to bring the same identification documents that you provided when you submitted your application. If additional information is required by JAXPORT, you will be notified by certified mail.
The fingerprinting process must be repeated every five years or at the expiration of your TWIC card. JAXPORT Access Credentials are valid for 12 months.

Renewing your JAXPORT Access Credential

Steps to renew your port badge:
  1. Complete and sign the JAXPORT Access Badge application.
  2. Bring the following items to the Access Control Center:
    1. Original documents shown here or on the website www.tsa.gov/twic.
      Please note: The most common documents provided to establish identity and employment eligibility are a valid U.S. drivers license, TWIC/TWIC receipt, Birth Record, U.S. Passport or Alien Registration Card (Copies cannot be accepted).
    2. The completed JAXPORT Access Badge application, and
    3. Authorized Payment in the amount of $35. Authorized payments include company check, cashier's check, money order payable to Jacksonville Port Authority or JAXPORT, or an official JAXPORT voucher (see instructions for voucher purchase).
  3. JAXPORT Security personnel will record your fingerprints and photograph (no hats, caps or dark glasses during photo session).
  4. JAXPORT then transmits the demographic information electronically to the FDLE.
  5. You will receive your new credential immediately. However, if you do not qualify for a Florida Seaport Credential based upon a criminal history disqualifier, you will have to return your credential to JAXPORT.
NOTE: If you have a credential that has been expired for ninety (90) days or more, you must follow the first-time applicant badge process.

Payment procedures
  1. Each Applicant must present payment at the time of application.
  2. JAXPORT has a "1 Applicant - 1 Payment" rule. A single payment for multiple applicants will not be accepted at the Access Control Center.
  3. If your company would like to purchase vouchers for a minimum of five credentials, please contact the Access Control Center at (904) 357-3344, or email accesscontrol@jaxport.com. Vouchers are available for company purchase only; individuals may not purchase vouchers.
  4. Authorized payments include company check, cashier's check, money order or JAXPORT voucher. Cash and personal checks will NOT be accepted.

Hours and schedule
The JAXPORT Access Control Center, located at the Blount Island main security gate, operates on a walk-in basis (no appointments necessary) Monday through Friday, 8:00 a.m. to 4:00 p.m. The Access Control Center is closed on weekends and holidays.

The Blount Island ACC/TWIC Enrollment Center will be closed on Monday, Sept. 6 in observance of Labor Day.

At the Access Control Center, you may submit your completed applications and forms and you may have your fingerprints and photograph taken in the credential process.

Appointments are available for companies with credential renewals only for a group of eight people or more. Please call (904) 357-3253 or (904) 357-3252 for appointments.

Port tenant information
As a vital partner in maintaining strict security standards at JAXPORT, thank you for your work in keeping the port safe and secure. Here are some relevant security notices and forms for you:

Company authorization form - Use this form to authorize select individuals in your company to sign for all matters relating to JAXPORT Security requirements.

Port visitor policy - Please note these procedures regarding your visitors who do not possess JAXPORT credentials. Following these steps will ensure that your guests enjoy expeditious access to your company.

Visitor request form - Use this form to ensure your visitors are logged correctly by JAXPORT security and enjoy speedy access to your company.

Notice of termination form - Use this form to process the badges of individuals who no longer require access to the port.

Vehicle Pier Pass information
In accordance with Federal and State law, JAXPORT issues annual vehicle pier passes only to those individuals with specific requirements for pier access. Since JAXPORT piers are Level 1 restricted access areas, issuance of annual passes is strictly limited.

If you do require access to a pier on the port and need an annual pier pass for your vehicle, please complete the Port Decal application. Also, your sponsoring company must have a Company Signature Authorization form on file with JAXPORT security.

Please submit the Pier Pass application, the Company Signature Authorization form if necessary, and copies of the valid driver's license, JAXPORT Credential, insurance card, and registration at the JAXPORT Access Control Center.

Temporary passes are issued at JAXPORT's marine terminals by the Security Supervisor.

Bioterrorism Act of 2002
Two important factors for importers and exporters:

Registration of Facilities
The FDA requires domestic and foreign facilities that manufacture, process, pack, or hold food for human or animal consumption in the USA to register with the FDA. Steps to complete registration are as follows:
  • Go to https://www.access.fda.gov/. This is the website which allows you to make submissions to the FDA on registrations and notifications.
  • Click on "Food Facility Registration Module."
  • Click on "Login."
  • You can now either create a new account or access your existing account.
Prior Notice on Importation of Food
The FDA requires U.S. purchasers, U.S. importers or their agents to submit to the FDA prior notice on the importation of food. The notification process can be found on the same website used for registering a facility.
  • Go to https://www.access.fda.gov/.
  • Scroll down to "Other FDA Industry Systems."
  • In this section, you'll be able to process your notification electronically.
