The Jacksonville Port Authority considers port security to be of paramount importance. JAXPORT's Strategic Plan charges the authority with the development of a comprehensive security program which protects port employees, tenants, property and assets, and which is consistent with JAXPORT's threat exposure. This is why JAXPORT continues to implement tight security standards at its marine terminals.
Some of the improvements include increased security fencing around tenants' facilities, augmented patrols by security forces on the terminals, full time presence by the Jacksonville Sheriff's Office, and the installation of high-mast lighting and security cameras.

Additionally, U.S. Customs randomly checks container cargo for smuggled goods and operates radiation monitors at each cargo terminal.
JAXPORT is currently in the process of implementing 33 CFR 105 Federal Regulation and Florida Statute 311.12 (Seaport Security Act) to establish a safe and secure port. Applying for a port badge (first time applicants)
To comply with Florida's Seaport Security Act, it is imperative that regular port users (more than 5 days in a 90-day period) have an authorized credential. JAXPORT's goal is to provide safe and secure port facilities for the efficient movement of cargo. We appreciate your cooperation in helping us to achieve this goal.
Steps to apply for a port badge:
- Complete and sign the JAXPORT Access Badge application.
- Bring the following items to the Access Control Center:
- Original documents shown here or on the website www.tsa.gov/twic.
Please note: The most common documents provided to establish identity and employment eligibility are a valid U.S. drivers license and a valid, original Social Security Card (no copies please).
- The completed JAXPORT Access Badge application, and
- Authorized Payment in the amount of $85. Authorized payments include company check, cashier's check, money order payable to Jacksonville Port Authority or JAXPORT, or an official JAXPORT voucher (see instructions for voucher purchase).
- Security personnel will take your fingerprints and photograph (no hats, caps or dark glasses during photo session).
- JAXPORT then transmits the fingerprints electronically to the FDLE and FBI.
- Please allow three business days for JAXPORT to receive and review the background check results.
- When you return to sign for your credential, you will need to bring the same exact ID documents that you provided when you submitted your application. If additional information is required, you will be notified by mail.
The fingerprinting process must be repeated every five years. All ID credentials are valid for 12 months.

While your port badge is valid for 12 months, the fingerprinting process must be repeated every five years.
Steps to renew your port badge:
- Complete and sign the JAXPORT Access Badge application.
- Bring the following items to the Access Control Center:
- Original documents shown here or on the website www.tsa.gov/twic.

- Authorized Payment in the amount of $35. Authorized payments include company check, cashier's check, money order payable to Jacksonville Port Authority or JAXPORT, or an official JAXPORT voucher (see instructions for voucher purchase).
- Security personnel will take your fingerprints and photograph (no hats, caps or dark glasses during photo session).
- JAXPORT then transmits the demographic information electronically to the FDLE.
- You will receive your new credential immediately. However, if you do not qualify for a port credential based upon your background check, you will have to return your credential to JAXPORT.
NOTE: If you have a credential that has been expired for more than three months, you must follow the first-time applicant badge process.

Payment Procedures
- Each Applicant must present payment before Security personnel take fingerprints.
- JAXPORT has a "1 Applicant - 1 Payment" rule. A single payment for multiple applicants will not be accepted at the Access Control Center.
- If your company would like to purchase vouchers for a minimum of five credentials, please contact the Access Control Center at (904) 634-1686, or email accesscontrol@jaxport.com. Vouchers are available for company purchase only; individuals may not purchase vouchers.
- Authorized payments include company check, cashier's check, money order or JAXPORT voucher. Cash and personal checks will NOT be accepted.

Hours and schedule
The Access Control Center operates on a walk-in basis (no appointments necessary) Monday through Thursday, 8:00 a.m. to 4:00 p.m. The Center is open from 8:00 a.m. to 12 noon Fridays.
At the Center, you may submit your completed applications and forms and you can have your fingerprints and photograph taken in the credential process.
Appointments are available for companies with credential renewals only for a group of eight people or more. Please call (904) 357-3255 for appointments.

As a vital partner in maintaining strict security standards at JAXPORT, thank you for your work in keeping the port safe and secure. Here are some relevant security notices and forms for you:
Company authorization form - Use this form to authorize select individuals in your company to sign for all matters relating to JAXPORT Security requirements.
Port visitor policy - Please note these procedures regarding your visitors who do not possess JAXPORT credentials. Following these steps will ensure that your guests enjoy expeditious access to your company.
Visitor request form - Use this form to ensure your visitors are logged correctly by JAXPORT security and enjoy speedy access to your company.
Notice of termination form - Use this form to process the badges of individuals who no longer require access to the port.

Vehicle Pier Pass Information
In accordance with Federal and State law, JAXPORT issues annual vehicle pier passes only to those individuals with specific requirements for pier access. Since JAXPORT piers are Level 1 restricted access areas, issuance of annual passes is strictly limited.
If you do require access to a pier on the port and need an annual pier pass for your vehicle, please complete the Pier Pass application. Also, your sponsoring company must have a Company Signature Authorization form on file with JAXPORT security.
Please submit the Pier Pass application, the Company Signature Authorization form if necessary, and copies of the valid driver's license and JAXPORT ID credential to the Yarbrough Security Supervisor at the Blount Island Marine Terminal or to the Access Control Center at the Talleyrand Marine Terminal.
Temporary passes are issued at JAXPORT's marine terminals by the Security Supervisor.

Bioterrorism Act of 2002

Registration of Facilities
The FDA requires domestic and foreign facilities that manufacture, process, pack, or hold food for human or animal consumption in the USA to register with the FDA. Steps to complete registration are as follows:
- Go to https://www.access.fda.gov/. This is the website which allows you to make submissions to the FDA on registrations and notifications.
- Click on "Food Facility Registration Module."
- Click on "Login."
- You can now either create a new account or access your existing account.
Prior Notice on Importation of Food
The FDA requires U.S. purchasers, U.S. importers or their agents to submit to the FDA prior notice on the importation of food. The notification process can be found on the same website used for registering a facility.
- Go to https://www.access.fda.gov/.
- Scroll down to "Other FDA Industry Systems."
- In this section, you'll be able to process your notification electronically.
