GENERAL SUMMARY OF SCOPE – The Jacksonville Port Authority (JAXPORT) interested in engaging the services of a qualified and experienced company to provide “as-needed” MILLING & ASPHALT INSTALLATION MAINTENANCE & REPAIR SERVICES (100% SEB SET-ASIDE) for all area of the Port. The Contractor will furnish all supervision, labor, materials and necessary equipment to professionally Install, Maintain and Repair services to include hauling off-site deleterious material, storing milled asphalt on the terminal at designated location and installation of 1-inch to 7-inch Type S-1 asphalt surface and compaction. In addition to general milling and asphalt repairs, JAXPORT may require minor repairs for potholes and repairs to asphalt around storm drains and railroad crossings. All work must conform to all applicable City and County Codes. The term of the contract for these services is intended to be for an initial period of three (3) years, with two (2) additional, one (1) year renewal options made at the sole discretion of JAXPORT and based on vendor performance.  JAXPORT intends to award this contract to the Bidder offering the lowest price consistent with meeting all specifications, terms and conditions set forth in the Invitation to Bid (ITB).  Therefore, the purpose of this ITB is to request information about your abilities to provide these services exactly as specified and to obtain a pricing commitment.

QUESTIONS DEADLINE – The deadline for submitting questions by e-mail to Jerrie Gunder at jerrie.gunder@jaxport.com or submitted through Trimble Unity Construct (E-Builder) is TUESDAY, SEPTEMBER 2, 2025 at 9:00 AM (ET).  Questions will then be released by e-mail via an Addendum to all known potential bidders registered in the E-Builders website.
