GENERAL SUMMARY OF SCOPE – The Jacksonville Port Authority (JAXPORT) is interested in engaging in the services of a qualified and experienced firm for FORENSIC ACCOUNTING SERVICES FOR FEMA CLAIMS, which includes but are not limited to navigating the FEMA Public Assistance (PA) program and the insurance claims process to maximize recovery and ensure compliance in connection with disaster recovery efforts on behalf of JAXPORT in the event of a natural disaster.  All services will be performed on an “as needed” basis with charges based on the contracted hourly labor rates and in accordance with the specified scope of work.  This is an evaluated contract and will be awarded to one (1) Proposer receiving the highest number of points by submitting the most responsive and responsible proposal that, when evaluated, meet both entities’ needs and requirements as outlined on the Evaluation Criteria Matrix.  The terms of the agreement for these services will be issued for an initial two (2) year period with two (2) additional, two (2) year renewal options made at the sole discretion of JAXPORT.  Therefore, the purpose of this Request for Proposal (RFP) is to obtain information about your abilities to provide these services exactly as specified.

QUESTIONS DEADLINE – The deadline for submitting questions by e-mail to Jerrie Gunder at jerrie.gunder@jaxport.com or submitted through Trimble Unity Construct (E-Builder) is TUESDAY, JANUARY 6, 2026 by 9:00 AM (ET).  Questions will then be released by e-mail via an Addendum to all known potential bidders registered in the Trimble Unity Construct (E-Builder) website.

PROPOSAL DUE – before 2:00 PM (ET) on THURSDAY, JANUARY 22, 2026.  Proposals and all required supplemental material listed in Article III (items to be submitted with Proposal Form) must be electronically submitted in PDF format only and uploaded into E-Builder. FAILURE TO UPLOAD ALL REQUIRED DOCUMENTS AS REQUESTED IN THE RFP WILL BE GROUNDS FOR REJECTION. JAXPORT no longer accepts any proposals/bid packages submitted by Email, Fax, Mail or Hand-Deliveries.
