GENERAL SUMMARY OF SCOPE – The Jacksonville Port Authority (JAXPORT) is seeking a qualified and licensed company to provide all supervision, labor, material and equipment to perform ON-SITE VEHICLE DETAIL CLEANING SERVICES (100% SEB SET-ASIDE) for approximately thirty-five (35) various fleet vehicles located at the Port Central Office Building (PCOB) and at the Security Operations Center (SOC). The Contractor must be able to perform on-site. JAXPORT will furnish a designated work site on the property at each location. The services will include, but not be limited to, exterior/interior cleaning on a bi-weekly, monthly, quarterly, and as needed basis.  The term of the contract for these services is intended to be for an initial period of one (1) year, with four (4) additional, one (1) year renewal options made at the sole discretion of JAXPORT and based on vendor performance.  JAXPORT intends to award this contract to the Bidder offering the lowest price consistent with meeting all specifications, terms and conditions set forth in the Invitation to Bid (ITB).  Therefore, the purpose of this ITB is to request information about your abilities to provide services as specified and to obtain unit pricing commitment for items as listed in the Bid Form.

PRE-BID MEETING AND SITE VISIT – To ensure all bidders are fully informed of the requirements for this contract, a MANDATORY PRE-BID MEETING WILL BE HELD AT 9:00 AM (ET) on MONDAY, MARCH 16, 2026 at Jacksonville Port Authority, Port Central Office Building, 2831 Talleyrand Avenue, 1st Floor Boardroom, Jacksonville, FL 32206. An OPTIONAL SITE VISIT to view/inspect the vehicles at the Port Central Office Building (PCOB) will be held at 9:30 AM (ET) and the bus will depart for the Security Operations Center (SOC) at 10:00 AM (ET) on Monday, March 16, 2026.

QUESTIONS DEADLINE – The deadline for submitting questions by e-mail to Jerrie Gunder at jerrie.gunder@jaxport.com or submitted through Trimble Unity Construct (E-Builder) is WEDNESDAY, MARCH 18, 2026 at 4:00 PM (ET).  Questions will then be released by e-mail via an Addendum to all known potential bidders registered in the E-Builders website.
