GENERAL SUMMARY OF SCOPE:  The Jacksonville Port Authority (JAXPORT) is interested in engaging the as needed services of a qualified and experienced firm to serve as the CONSULTANT FOR LOCAL AND STATE GOVERNMENT RELATIONS for or on behalf of JAXPORT with regard to Florida Legislature, Office of the Governor, Local and State agencies. Services to be performed include, but are not limited to, representing JAXPORT and its interests effectively in the areas such as: Hearings before various state legislative and executives bodies; Obtaining state appropriation dollars; Securing approval of grant applications filed with local and state agencies; Assist in securing permits and approvals from local and state agencies; Access to local and state key leadership; Addressing of environmental issues and support of JAXPORT Strategic Master Plan, Dredging, and its associated projects. This is an evaluated contract and will be awarded to one or more Proposer(s) receiving the highest number of points by submitting the most responsive and responsible proposal that, when evaluated, meet both entities needs and requirements as outlined. The initial period for these services will be one (1) year with four (4) additional, one (1) year renewal options made at the sole discretion of JAXPORT.  Therefore, the purpose of this Request for Proposal (RFP) is to obtain information about your abilities to provide these services exactly as specified.

QUESTIONS DEADLINE:  The deadline for submitting questions by e-mail to Jerrie Gunder at jerrie.gunder@jaxport.com or submitted through Trimble Unity Construct (E-Builder) is FRIDAY, MAY 1, 2026 by 9:00 AM (ET).  Questions will then be released by e-mail via an Addendum to all known potential bidders registered in the Trimble Unity Construct (E-Builder) website.

PROPOSAL DUE – before 2:00 PM (ET) on THURSDAY, MAY 14, 2026.  Proposals and all required supplemental material listed in Article III (items to be submitted with Proposal Form) must be electronically submitted in PDF format only and uploaded into Trimble Unity Construct (E-Builder). JAXPORT no longer accepts any proposals/bid packages submitted by Email, Fax, Mail or Hand-Deliveries.
