GENERAL SUMMARY OF SCOPE – The Jacksonville Port Authority (JAXPORT) is soliciting proposals from qualified and licensed companies to provide CRUISE TERMINAL JANITORIAL SERVICES (100% SEB Participation Only) for at the Dames Point Cruise Terminal (DPCT).  As of November 2025, the JAXPORT Terminal is home for two (2) cruise lines, CARNIVAL and NORWEGIAN. The primary objective is to ensure reliable, efficient, and professional services that will include, but not be limited to peripheral/internal cleaning using the methods, materials and equipment as outlined in this contract.  All employees assigned to work under this contract will be required to have a TWIC Badge for access to the terminal.  This is an evaluated contract and will be awarded the Proposer receiving the highest number of points by submitting the most responsive and responsible proposal that, when evaluated, meet both entities needs and requirements as outlined in the RFP.   Therefore, the purpose of this Request for Proposal (RFP) is to obtain information about your abilities to provide these services exactly as specified.

“MANDATORY” PRE-BID MEETING AND SITE VISIT – TO ENSURE ALL BIDDERS ARE FULLY INFORMED OF THE REQUIREMENTS FOR THIS CONTRACT, A MANDATORY PRE-BID MEETING AND SITE VISIT WILL BE HELD BEGINNING AT 10:00 AM (ET) ON WEDNESDAY, AUGUST 12, 2026 AT THE DAMES POINT CRUISE TERMINAL (DPCT), LOCATED AT 9810 AUGUST DRIVE, JACKSONVILLE, FL 32226.  Please bring your personal identification for security check at the front gate. PROPOSERS MUST ATTEND THE SCHEDULED MANDATORY PRE-BID MEETING AND MANDATORY SITE VISIT TO BE CONSIDERED FOR THE AWARD OF THIS RFP.

QUESTIONS DEADLINE – The deadline for submitting questions by e-mail to Jerrie Gunder at jerrie.gunder@jaxport.com or submitted through Trimble Unity Construct (E-Builder) is FRIDAY, AUGUST 14, 2026 by 4:00 PM (ET).  Questions will then be released by e-mail via an Addendum to all known potential bidders registered in the Trimble Unity Construct (E-Builder) website.

PROPOSALS DUE – before 2:00 PM (ET), on THURSDAY, AUGUST 27, 2026, at which time they will be opened publicly via ZOOM under MEETING ID: 825 6950 1648 and PASSCODE NO: 117718.
