DESIGN OF TMT WOOD PELLET RAIL YARD & RTG FACILITY Contract #: RFQ_AE-2108B Close Date: December 1, 2026 General Scope of Work: The JPA is requesting Statements of Qualifications (SOQs) from professional Consultant Firms interested in providing DESIGN SERVICES FOR THE DESIGN OF TMT WOOD PELLET RAIL YARD & RTG FACILITY for the Jacksonville Port Authority to design a new rail yard and rubber-tired gantry (RTG) transfer facility at Talleyrand Marine Terminal. The JPA is specifically seeking a Consultant Firm capable and with experience in providing design services for the maritime industry or ports of similar size.

Attendance is highly recommended but not required for any Consultant Firm that may be considering submitting Statements of Qualifications for this project.
DEADLINE FOR QUESTIONS: The deadline for questions will be Monday, November 16, 2026, at 4:00 PM (ET). Any questions regarding this RFQ should be directed only to Elijah Wright, Sr. Contract Specialist and submitted via OpenGov. Answers to questions will be released by e-mail in an Addenda directed to all known prospective proposers.
DEADLINE FOR SOQ: All Statement of Qualifications will be received by JAXPORT Procurement Services in PDF Format Only through E-Builder until 2:00 PM (ET), local time, TUESDAY, DECEMBER 1, 2026.
Proposals must be submitted prior to 2:00 PM (ET), TUESDAY, DECEMBER 1, 2026. The submit button in E-Builder will deactivate exactly at 2:00 PM EST and you will not be permitted to submit your proposal regardless of where you are in the process. Please plan accordingly.
